I have been trying to download games on to my xbox 360 console.?

I have been trying to download games on to my xbox 360 console but keep getting a message that says I am not in the region to download these games. I am living in Kuwait and I have a PAL system. I thought it did not matter what region the game is because I am downloading from my console or the computer. Can someone help me with this? I am using my microsoft points
