On Twitter, if a celeb doesn't have a Verified Account, does that necessarily mean he's fake?

I've noticed that Oprah (verified account) is following the RealHughJackman. But he doesn't have a Verified Account. Is it possible it's the real Hugh Jackman since he's being followed by Oprah?
